The Livingston Mayor and Board of Aldermen held an emergency meeting Friday afternoon to address the resignation of long-time alderman and Vice Mayor Bill Winningham.
Winningham, who had served as alderman over 40 years, had been in poor health and had been unable to attend a meeting of the board for some time. Hayes opened the meeting and then put Winningham’s son, William Winningham, on speakerphone for the aldermen to hear.
